Columns are detected by header: lat / latitude / latitud / y and lon / lng / longitude / longitud / x, plus optional name and address columns. Headerless sheets work too (lat, lon order). Rows with an address but no coordinates are geocoded; positive PR longitudes are auto-corrected to west.

Map layers display only — report queries run regardless

Federal services draw at their own scale limits; EPA facility layers appear when zoomed in past ~1:500,000. A red dot means the service could not be reached — check the Data tab. Descriptions of every layer and dataset are on the Guide tab.

Layer & dataset descriptions

What each map layer and report query draws on, in the style of NEPAssist's layer-description page. When citing supporting data in an ERR, cite the source agency, dataset title, and the query date printed in the report footer — each service reflects the agency's published data at the moment of query.

Floodplain — FEMA NFHL

Flood hazard zones

Effective flood-zone polygons from FEMA's National Flood Hazard Layer: 1% annual chance zones (A, AE, AH, AO, VE — the Special Flood Hazard Area), 0.2% annual chance shaded Zone X, regulatory floodways, and unshaded Zone X. The report reads SFHA status, 0.2% areas, and floodways directly from zone attributes.

Caveat: the NFHL shows effective mapping only — LOMAs/LOMRs may modify a determination, preliminary maps are not included, and some PR areas remain unmapped. An empty result can mean "unshaded Zone X" or "not yet mapped."

Wetlands — USFWS NWI

National Wetlands Inventory surface-water and wetland polygons classified under the Cowardin system (e.g., E2FO3 = estuarine intertidal forested — mangrove). Mapped from imagery interpretation; covers Puerto Rico.

Caveat: NWI is not a jurisdictional determination; field delineation governs. Small or recently altered wetlands may be unmapped.

Surface waters — USGS NHD

The National Hydrography Dataset: streams and rivers (flowlines), waterbodies, and open-water areas, with GNIS names where assigned. The app queries the large-scale layers plus the PR-specific layers.

Impaired waters — EPA ATTAINS

Assessment units from EPA's ATTAINS system, which tracks Clean Water Act §305(b) assessments and §303(d) impairment listings reported by states and territories. Attributes include the overall assessment status and impairment category.

Coastal barriers — USFWS CBRS

John H. Chafee Coastal Barrier Resources System boundaries: System Units (most new federal expenditures prohibited), Otherwise Protected Areas (federal flood insurance prohibited), and the buffer zone representing boundary accuracy. Attributes include unit number, type, and prohibition dates.

Caveat: digital boundaries are representations of the official maps; sites in or near a unit or its buffer require an official USFWS determination.

Historic properties — NPS National Register

The National Register of Historic Places is the federal list of districts, sites, buildings, structures, and objects significant in American history, architecture, archeology, engineering, and culture, maintained by the National Park Service. Points represent properties; polygons represent boundaries where digitized.

Caveat: listed properties only. Section 106 also covers eligible and unevaluated properties — PR SHPO (OECH) records, prior surveys, and archaeological sensitivity must be reviewed separately.

Critical habitat — USFWS

Designated (final) and proposed critical habitat under the Endangered Species Act — geographic areas containing features essential to the conservation of listed species (in PR, e.g., coquí llanero and coastal/marine designations). Attributes include common and scientific names.

Caveat: not all designated habitat is digitized, and species may be present outside critical habitat — generate an IPaC species list for the action area.

Regulated facilities — EPA FRS

EPA's Facility Registry Service integrates locations of facilities subject to environmental regulation across program databases. The app queries and reports six groups:

Superfund (SEMS)

Sites tracked in the Superfund Enterprise Management System under CERCLA — proposed and final NPL sites plus sites in screening and assessment. The report lists the program interest type so NPL sites are distinguishable from screening-only entries. Always searched at ≥ 1 mile.

Brownfields (ACRES)

Properties reported by EPA Brownfields grantees in the Assessment, Cleanup and Redevelopment Exchange System — assessment, cleanup, and redevelopment activity at the property level.

Hazardous waste (RCRAInfo)

Generators, transporters, treaters, storers, and disposers of hazardous waste regulated under RCRA, including TSD facilities and large-quantity generators.

Toxic releases (TRI)

Facilities in covered industry sectors reporting annual toxic-chemical releases and waste-management activity under EPCRA §313.

Water dischargers (NPDES)

Facilities holding Clean Water Act NPDES permits to discharge to waters of the United States, including major dischargers.

Air emissions (ICIS-Air / EIS)

Stationary sources of air pollution with compliance/permit records in ICIS-Air, plus large point sources inventoried in the Emission Inventory System.

Used in: four facility map layers · six contamination report questions (supports, but does not complete, the 24 CFR 58.5(i)(2) analysis).

Caveat: FRS coordinates vary in accuracy and the registry is not exhaustive — state (PR DNER/EQB legacy) records and site reconnaissance are still required.

Air quality — EPA nonattainment areas

Areas designated nonattainment or maintenance for each National Ambient Air Quality Standard (ozone, PM2.5, PM10, lead, SO2, NO2, CO), by standard year. The report checks the site against every published designation layer and lists intersecting designations.

Airports — built-in PR list

Ten Puerto Rico public-use airports with approximate airport reference point coordinates, compiled into the tool (SJU, SIG, BQN, PSE, MAZ, ABO, RVR, VQS, CPX, Humacao). The report computes straight-line distances and flags sites within 2,500 ft for Runway Clear Zone review.

Caveat: 24 CFR 51.303 clear zones are measured from runway ends, not the ARP — verify runway geometry for any site within about a mile. No active fixed-wing military airfields currently operate in PR.

Basemaps & geocoding

Basemaps: Esri World Street Map (streets), Esri World Imagery, and Esri World Topographic. Address search uses the U.S. Census Bureau geocoder (covers PR) with OpenStreetMap Nominatim as fallback; coordinates entered directly bypass geocoding.
